The Minnesota Department of Commerce has released its second and third documents with guidance for utilities to incorporate 2021 ECO Act changes to the Conservation Improvement Program. These guides, released March 15, relate to eligibility of multifamily properties in low-income programs, pre-weatherization, fuel-switching, and load management. The Department’s first guidance document, released December 30, instructs utilities on how to calculate electricity sales for the purpose of electric vehicle charging as those sales can be deducted from total sales when calculating your utility’s 1.5% targets for the next 10 years.
