Sulem is an attorney with 25 years experience working for government entities across Minnesota, and has worked 19 legislative sessions as a trusted and respected lobbyist.
Most recently, Sulem worked for the Minnesota Association of Townships (MAT). MAT is a voluntary membership association representing 1,751 of the 1,753 township governments in Minnesota. His duties included serving as legal counsel to the MAT Board of Directors and the Executive Director. He drafted articles of incorporation, by-laws, board policies, and personnel policies.
Sulem also led legislative efforts, including drafting of legislative policies, setting priorities, and development of strategies for implementation. He has drafted hundreds of bills and amendments, and reviewed, tracked, summarized and advised on the impact of thousands more.
He has also testified for and against bills in numerous legislative committees. Sulem also assisted with planning and implementing two legislative-based conferences each year, and drafted educational materials and presented at annual training seminars, as well as many other varied duties.
Along with those duties, Sulem contributed to a semi-monthly publication and served as MAT’s media contact. He also served as the MAT representative to proceedings involving other governmental entities and their respective associations.
Prior to joining the townships, Sulem was an attorney with the League of Minnesota Cities, from May 1991 to May 2000. He is a graduate of Hamline University and the University of Minnesota Law School.
