Essential Functions


Operational Responsibilities 

  • Construction & installation of new fiber optic plant including but not limited to; aerial and underground fiber optic cable, conduit systems, handholes, pedestals, service drops, and related infrastructure.
  • Installation & maintenance of Active and GPON cabinets, switches/routers, ONT’s, and Wi-Fi systems, and assists with troubleshooting problems.
  • Test & troubleshoot fiber optic cables in outside plant settings.
  • Able to confer with customers to troubleshoot, educate, or support related equipment.
    Responsible for maintenance of equipment, tools, and safety equipment; recommend future maintenance, repair, and replacement needs.
  • Performs necessary departmental record keeping and administrative duties as assigned.


Maintenance and Repairs

  • Diagnose and troubleshoot issues in fiber optic networks using specialized equipment such as OTDRs (Optical Time Domain Reflectometers), light power meters, and fusion splicers (City of Buffalo utilizes AFL 90s splicers).
  • Conduct emergency and preventative maintenance on fiber optic cables and equipment.
    Perform cable restorations, including fiber splicing and replacement.

Performs Other Essential Job Responsibilities 

  • Performs other duties and assumes other responsibilities as apparent or assigned.
  • Hours outside of the normal work schedule will be required for on-call and emergencies.
  • Installs, troubleshoots, and maintains equipment for GPON carrier networks.
  • When needed, technician will be required to install or help install Inside Plant (ISP) in residential and commercial settings.


Required Knowledge, Skills, and Abilities

  • Ability to provide construction and installation techniques with fiber materials, including digging, trenching, and potholing with hand tools and small, medium, and large equipment. 
  • Must be familiar in operating heavy equipment such as: digger derricks, horizontal directional drilling machines, trenchers, vibrating plows, bobcats, vacuum excavators, dump trucks, compressors, and back hoes.
    Ability to communicate with co-workers and various business contacts in a professional and courteous manner.
  • Ability to communicate efficiently both written and orally, will be responsible for creating reports, diaries and communicating with contractors and the public.
  • Ability to pay close attention to detail.
  • Willing to work "hands on" as directed in the event of unforeseen emergencies in regard for the public safety and the common good of the citizens of Buffalo.
  • Ability to evaluate, test, and repair sophisticated equipment.
  • Must be able to work well with the public and fellow employees as a "team player." 
  • Must be willing to work in strict adherence to city, state, federal and safety rules, and regulations. 
  • Able to confer with customers to troubleshoot, educate, or support related equipment.

Working Conditions

Environmental Conditions

Work will be primarily outdoors in construction zones, or residential and commercial installs. Office environment; exposure to computer screens; working closely with others, frequent interruptions. Work will also be performed in urban and rural settings as required. This includes the possibility of working in hazardous, as well as inclement weather conditions. Performing maintenance functions in confined spaces and hazardous areas.


Physical Conditions


Essential and other important responsibilities and duties require maintaining a physical condition necessary for sitting or standing for prolonged periods of time; general manual dexterity; adequate hearing, vision and speech required; must be able to operate assigned equipment. Ability to lift 50lbs frequently. 


Minimum Qualifications

  • 1 year of related technical training in related field or 1 year work experience.
    High school diploma and/or GED equivalent. 
  • Maintain a valid commercial driver’s license Class A with tanker endorsement or ability to obtain one within one year of hire.

Preferred Qualifications
  • Previous experience in governmental utilities operation.
  • Related Fiber Optic Association (FOA), The Fiber School (TFS) certifications.
