HR Generalist – Under the general supervision of the City Administrator, the Human Resources Generalist undertakes a wide variety of public-sector human resources administrative duties of considerable difficulty and complexity; oversees the City’s human resources function with a generalist approach including staffing, compensation, benefits, organizational development, strategies and policies, employee relations, contract negotiations; and performs other duties as assigned.

MINIMUM QUALIFICATIONS: High School diploma or equivalent; Graduation from an accredited college or university with a bachelor’s degree in human resources, business management, public administration or equivalent; Demonstrated knowledge of office procedures, administrative practices and procedures, filing systems, and record keeping procedures; Experience working with employees and the public in a position requiring confidentiality; Demonstrated ability to exercise initiative and independent judgment; Valid driver’s license.

DESIRED QUALIFICATIONS: Master’s degree from an accredited university in public administration, human resources management, business management or a related degree; One (1) or more years of public sector Human Resource Management experience or three (3) or more years of private sector related experience; Demonstrated knowledge of human resource administration; Demonstrated working knowledge of modern records management techniques; Demonstrated ability to accurately record and maintain records; Demonstrated ability to establish and maintain effective working relationships with employees, supervisors, other departments, officials and the public; Demonstrated ability to analyze and effectively resolve a variety of personnel management problems; Demonstrated knowledge of state and federal laws and regulations as they apply to City human resources needs; Demonstrated experience in union contract negotiations and administration of collective bargaining agreements; Demonstrated proficiency in use of computer software programs including Outlook, Word, Excel, Power Point, InCode and payroll/ benefits software; Demonstrated ability to speak conversational Spanish and/or Somali.

Salary range: $59,500 -$70,000 DOQ (non-exempt) The City provides a competitive benefits package, including, 4 Medical Plans, Dental Plan, Vision Plan, Life Insurance, Flex Spending Account, generous leave plans, including ESST and 12 paid holidays, Free Employee Assistance Program (EAP) and MN Public Employee Retirement Association (PERA) for qualified employees.
